DellEMC Z9264f 10G_eeprom_support: Changed sff8436 to optoe driver for both QSFP and SFP+ #3700

- What I did

  • Added EEPROM support for 10G ports and changed the sff8436 driver to optoe driver.

- How I did it

  • Used optoe1 for QSFP and optoe2 for SFP.

- How to verify it

  • Execute sfpshow presence,sfpshow eeprom and sfpshow eeprom --dom and check whether the output is proper.

  • Test OIR,reboot,sfp presence and verify that the outcome is proper.

  • sonic management scripts passed

- Description for the changelog

  • Used sfputil.py(platform specific file) to make the changes instead of making changes in sfputilbase.py. DOM info and DOM threshold can be retrieved from sfputil.py.
