This Action now generates the changelog and updates the max version constant. It is dependent on https://github.com/sourcegraph/devx-service/pull/295 before it will work.
The way we add the max version constant is a little janky tbh, but I think it will work? Need to run the action, which requires merging this unfortunately...
