JP-2928: Update NIRCam image moving target regression test data #8865

Regression tests with locally generated truth files: Differences between the data generated on my system (Mac) and the GA run are at a comparable level to diffs for the existing data set, and appear in the WHT column only. I will okify the GA product, but I can also expand the tolerance, so the test can pass on both systems. It looks like similar things are done for tests on resampled products elsewhere. Regression tests running again here: Mac tests failed for unrelated reasons, but Linux tests look as expected. |

Tolerances should still be small enough to catch glaring issues, LGTM
Partially addresses JP-2928
Update NIRCam image moving target test to use in-flight data.
The data are a subset of the regression test data set identified by the NIRCam team. I modified the association file to use only the 5 nrcblong input files, for speed.
