Overview/Summary

This Pull Request introduces a new control to validate the installation, permissions, and updates of the Financial Operations Oversight Tool for the Government of Canada. The new control performs the following checks, ensuring readiness, security, and compliance:

1. Tool Installation Status: Verifies if the tool is installed on the system.
2. Permissions Check: Assesses whether appropriate permissions are assigned to the tool.

This PR fixes/adds/changes/removes

closes #180

1. Added a control to verify the installation of the Financial Operations Oversight Tool.
2. Included checks for the necessary permissions for the Service Principal associated with the tool.
