Description
Removes the Changelog dependency from the project. Analog to stimulusreflex/stimulus_reflex#576
Why should this be added
GitHub introduced an automatic changelog generator which will be generated when you create a new release. We are removing the GitHub Action in favor of this built-in feature.
I backfilled some of the older releases. Going forward we should always create a release for every git Tag/stable version we release.
You can see the releases here: https://github.com/stimulusreflex/cable_ready/releases
