DRAFT documentation for Next and serve

Issue:

What I did

Started to write a documentation for Next and more broadly Vercel tooling.

It is still draft for following reasons:

• Storybook preset need this PR to be really stabilized, it also includes a better with-storybook example : WIP Feature/storybook default import vercel/next.js#18367
• Storybook preset has been fixed on Next canary, at the time of writing it is not yet release though Now released in Next 10
• Therefore Storybook is not able to resolve path with Next js absolute import #11639 is still open Done
• A PR is pending to demo serving storybook with serve: Demo serving storybook static build with serve vercel/next.js#18775
• Serve has some unexpected interaction with Storybook, see Difference of behaviour between serve and http-server vercel/serve#631
• I just threw a code snippet but did not create it with the CodeSnippet component as in other pages

@eric-burel could you keep me in the loop regarding this? And would love to coordinate with you and push this into the documentation sometime next year. Probably this will need to be placed on its own category and section. But we'll cross that bridge when you get there.

Yep, it might take some time though. The Next/Storybook integration seems to raise a deeper question of factoring and standardizing Webpack practices across frameworks, I'll keep working on this question in the months to come.
