docs: fix wrong expression in type precision description (#607)

In type classes documentation, precision range of type
`PRECISIONTIMESTAMP` and `PRECISIONTIMESTAMPTZ` are wrong:

```
0 >= P <= 9
```

and it should be: 

```
0 <= P <= 9
```
