Add component library style for search-related controls #2709

Depending on the branch currently on stage, the search controls may be displayed in beige or in Stanford cardinal red. Example exhibit.

We'd like to move toward the component library style, which uses Stanford digital blue. For example, see EarthWorks.

It looks like this hover color issue is also appearing in Exhibits: sul-dlss/component-library#60.
