Which issue this PR addresses:

Implements https://msazure.visualstudio.com/AzureRedHatOpenShift/_workitems/edit/13468159

What this PR does / why we need it:

Split admin portal into v1 and v2 which both run at the same time. Doing this so that when it is eventually rolled out we can use both portals in case the new one has too many issues

Test plan for issue:

Manually testing cluster builds and runs locally. E2E tests currently being implemented as part of different task

Is there any documentation that needs to be updated for this PR?

Yes, rewriting portal documentation
