Probably this is either a bug in SvelteKit that should be fixed, or else it's a bug that's already been fixed and we just need to upgrade the version used in the site. I haven't looked into which it might be.

Oh whoops, I missed that this was opened in the svelte repo. This is either the sites repo or the kit repo, but definitely not the svelte repo. I'm going to optimistically transfer it to the sites repo.

I think the missing CSS was fixed in sveltejs/kit#920 though the 404 page design could stand to be updated
