[make:*] drop Symfony 6.3 support

- Symfony 6.3 is no longer supported, bump minimum to LTS 6.4

- `symfony/phpunit-bridge` minimum set to `6.4.1` due to bug w/ phpunit versions that ship with a lock file. See https://github.com/symfony/phpunit-bridge/releases/tag/v6.4.1
