… multithreading (#193)

- many large-scale changes included (see "lossy-enhancements" branch for full details)
- completely new DNS (dynamic noise shaping) algorithm compares HP and LP filter output
- up the SR (88.2k) and add a bitrate check (>= 4.5 bps) for forcing +1.0 shaping weight
- reduce shaping weight lower limit to -0.875 from -0.75 for low bitrates (< 3.0 bps)
- generate the residuals for noise estimation using the default decorrelation terms
- new code to better handle reverse scanning of short blocks (with iterations)
- add a limit to how short DNS-truncated blocks can be (now set to 16 samples)
- do not consider header space overhead in the hybrid mode (because it's CBR)
- fix: always use the best calculated residuals for entropy scan (-x4 to -x6)
- fix: edge-case bug where we would skip writing wvc_bitstream
- fix: multithreaded handling of the "delta_decay" variable
- bump revision to 5.8.0
