[FEATURE] merging cosmos-sdk v0.36 into terra

Problem definition
Cosmos team released a Cosmos-SDK RC version of v0.36.

The version has several important upgraded features benefitial to terra.

1. LCD historical query ability : beneficial for data provider of terra ecosystem to allow
   endusers to view historical data.

2. supply module which tracks/control total supply of each token : more organized token
   supply tracking for different kinds of terra tokens and luna.

3. codebase structure is now very neat and well-organized

4. governance module upgraded to handle different kinds of auto-post-voting-period-actions
   including genesis parameter changes and also auto-generating any kind of transaction

Feature specification
Take what is valuable for terra from v0.36, and align new codebase into terra codebase.
