This PR closes #193 by presenting the tested p100 filter box design. This design has been tested both for rigor in dance tests as well as N99+ using the portacount. Since this does use the CUI 154 96mm fan, the firmware in the circuitboard needs to match that particular fan for the whole system to work. This design will be built and shown during the June 18th build party.

Rotated Logo.  Also closes #181 and makes the weather shield oriented for up/down placement on a backpack on the back.  Likely to be obviated by p100 (#205) and n100 (#204) designs
