Add the apache2-utils package to the registry Dockerfile

Title

Add the apache2-utils package to the registry Dockerfile #184

By adding apache2-utils we document the need for htpasswd and
mitigate against future breakages when upgrading images.

This is required due to an issue introduced where the latest
image on the Docker Hub removed the htpasswd utility.

Can you pin only to 2.7 please, want make sure we get those bug fixes.

I would prefer to pin to a specific revision, but happy for someone else to fettle and tweak to their heart's content once merged.
