chore: bumping nexus staging maven plugin version

Fixes

Since the deprecation of Java 11, we are seeing this error in deploy stage. This is a known bug in nexus staging maven plugin which has been fixed in v1.6.13. Refer this discussion. Bumping the plugin version in pom.xml
