Drop protoc-gen-twirp_python in favor of external implementations #303

When Twirp was initially released, a Python implementation was added in this repo as an example of Twirp implemented in a different language than Go. However, all other implementations were done in different repos. The current recommended Python implementation is https://github.com/verloop/twirpy
