The new CI image has multiple user accounts defined. This updates to the new image and add some tests that exercise those user accounts.

Description
The new CI image has multiple user accounts defined. This updates to the
new image and add some tests that exercise those user accounts.
Also update the secrets_TEMPLATE to reflect the expected user accounts that should exist on the test system.
