Adds modern Blender icons
By default it chooses the icon set automatically based on the current Blender version and the current theme background color. However it still allows to use legacy icons in new blender and vice versa via an addon setting. This PR also replaces icons of dropdown buttons with a down arrow
I also refactored the UI to use the
get_icon()functionIcons are built from https://github.com/passivestar/ucupaint-icons/tree/modern-icons. I'm using Affinity Designer for the source but I saved svg as well. All 3 icon sets share the same file, placed in different groups
