Since local variables cannot arrays or structures, it doesn't make sense to support initializer lists in their case.

Context
TCC uses initializers in a few places. Instead of changing TCC to not use initializers, this PR adds partial support for initializers in pnut-sh and full support (excluding designators which are C99 and not used by TCC) in pnut-exe.
