Util server root is 404 #19

The base URL of https://util.unicode.org/ is 404.
The main page is probably the JSP Utility page:
https://util.unicode.org/UnicodeJsps/
But if you remove the trailing path component the leftover root is 404 not found. Could be redirected to the JSP page or be a stub, if other tools are going to be added.
