[dev-overlay] pick up build error message #76290

What

Build errors contain richer information, which could contain file path, error message, source code frame etc. Previously we didn't present them very well in the description of error overlay, all of them only has "Failed to compile" and the detailed error message is left in the terminal section.

Webpack build errors are following the below format which could enable us to show the actual error message itself in the error overlay.

<file path>:<source column num>:<source row num>
<error message>
<code frame>

Turbopack build errors is similar but some are not strictly matching this format yet. Like the first 3 parts are same, the actual error message might be appended to it at the end. We could add more processor in the turbopack error pipeline later to align the format between Webpack and Turbopack.

This PR also improves the title display of build errors in general
