Also, linking to a document that defines an URI scheme is premature, it would be better to leave it as a new document with a goal to address the use cases pertaining to issue #34

As a followup, references to DID WG in the 'Coordination' chapter is not needed, and in 4.2. Will send a PR about that and reference in 4.2

(BTW, in addition to the draft WG charter, we should probably update the CG charter and the FAQ as well.)
