Mark specs as being updatable

This is required by the process for living specs.

Add class="updateable-rec" to the "sotd" section:

This adds the following sentence to the generated SOTD:

Future updates to this specification may incorporate new features.

From the W3C Process Document:

New features (see class 4 changes) may be incorporated into a Recommendation explicitly identified as allowing new features using candidate additions. A candidate addition can be made normative and be folded into the main text of the Recommendation using the same process as for candidate amendments, as detailed in § 6.3.11.3 Revising a Recommendation: Substantive Changes.

This may not require much discussion but probably requires approval given our charter discussions. It will, of course, hit every spec.
