Rechartering Formal Objection Council status update

The FO Council membership was announced to AC members at https://lists.w3.org/Archives/Member/w3c-ac-members/2022OctDec/0024.html on 22nd November 2022.
Amy (@rhiaro) chaired the FO Council and took us through the findings in the previous meeting, which were forwarded to https://lists.w3.org/Archives/Public/public-tt/2022Nov/0008.html and subsequently sent an additional update at https://lists.w3.org/Archives/Public/public-tt/2022Dec/0001.html .

Pull request for FO Council proposals: w3c/charter-timed-text#84
Amy (@rhiaro) chaired the FO Council and has kindly offered to attend and take us through the findings, which were forwarded to https://lists.w3.org/Archives/Public/public-tt/2022Nov/0008.html .

The CfC period concluded with no objections, the PR was merged, then @hober added a comment after the end of the review period, saying that "content implementation" is too ambiguous.

@plehegar raised this at the Member's meeting on 2022-12-20 14:00 UTC and @frivoal commented that if consensus has been achieved the FO Council process can be abandoned at any time, which was a surprise to @nigelmegitt and @plehegar !
