Follow up to #3593

That builds on by setting notification

AC

  • when smoke tests fail they notify to tmp-smoke-failures channel so failures are visible and we could iterate them

Note:

  • we tried to do it as part of the previous ticket but wasn't straightforward so decoupling this AC to this ticket so we are able to make progress with the other one
