feat: native runtime support for loading config

Summary

This PR adds an new CLI flag --config-loader native to support using the native Node.js loader to load configuration files in Rsbuild.

# Node.js v23.6.0+
# No need to set --experimental-strip-types
npx rsbuild build --config-loader native

# Node.js v22.6.0 - v23.5.0
# Need to set --experimental-strip-types
NODE_OPTIONS="--experimental-strip-types" npx rsbuild build --config-loader native

The changes involve updating the CLI commands, configuration options, and documentation to accommodate this new functionality.
