ModOps will only execute on match. `!` can be used to only execute on no match.
And a test case to check no match warnings.

I created the PR not necessarily to merge, but at least to keep track on what's happening.
Almost all changes are related to
XmlOperation.Improvements outside (like load order changes based on modinfo.json) will be another batch.
