The tablet leaves executed transactions

Changelog entry

After the transaction is completed, the program pushes forward the ExecStep. The transaction itself is not deleted until it receives a TEvReadSetAck from other tablets. After restarting, the tablet excludes transactions with Step < ExecStep. As a result, the transaction may hang in other tablets.
