Results look like we expected. When packet size is increased speed also increase till 9kB packet size. Perhaps it is because of small size of cache.
It is not exactly what we expected. Maybe test was not enough accurate. We should repeat it with more packet size samples.
Test with more packet size samples gives more expected result. Perhaps because first was run without nice -n -17.
