We will likely want to enforce commit signing on the master branch, since the extension is getting increasingly popular (60k+ users and probably more in the future). At the very least we will want code owners to do what is described in this doc, and perhaps normal contributors as well, but we will need to see how complex it is for people.
Hopefully these docs make it clear how to set things up, and also makes clear the importance of hardware-backed secure key storage, but if not we can add more details.
