The main benefit to users from this change is that they no longer need to create a bunch of symlinks in the directory passed to --glibc-runtimes since we now pick the right directory names.

These serve the same purpose as the linuxTriple() and linuxTripleSimple()
functions, i.e. to return a triple understood by the GNU ecosystem.
This lets us centralize the logic for constructing a target triple that matches
the format used by glibc's build-many-glibcs.py script.

Going to go ahead and merge this, but @andrewrk you might want to have a look at it post-merge at some point since I imagine the two of us are the main users of the --glibc-runtimes feature. 🙂
