fix: Fix signing outgoing call from Cloud Gateway just if necessary

Description

The Cloud Gateway signs all outgoing requests with a client certificate which is unexpected behaviour. It should be done just for ZAAS calls and services with the X509 authentication scheme.

This PR is fixing that.
