GH-728 Log the LIB in respect to the block instead of the realized LIB of the node for deep-mind. Also avoid accessing the forkdb during replay.
committedGH-728 forkd_db_head() is used as a way to determine if a forkdb head is available via is_valid(). Do not require root to be available.
