I added a user as Copyright Holder and Publisher. I rejected both and it worked as expected. I then went back and accepted the Copyright Holder permission. The user could not edit. The content was displayed in Preview mode. I added the user as an author and accepted that role. The user could then edit. All users assigned a role should be able to edit and publish the content. This test was done on a Page.

This could have something to do with the backwards compatibility shim we put in. Let's see if one of the change sets in #164 addresses this or not.

At this time we have roles to permission implemented so that only Publishers have the permission to 'publish'. You are correct that all roles should have the 'edit' permission.

Added a test for edit permission to #164 which failed on master but passes on the branch.
