Describe the bug
Load Balancer tests are failing on clang-10 Ubuntu build:

The following tests FAILED:
	246 - vt:*/TestLoadBalancer.test_load_balancer_1/*_proc_4 (Timeout)
	247 - vt:*/TestLoadBalancer.test_load_balancer_keep_last_elm/*_proc_4 (Timeout)

DARMA weekly conclusion:
This doesn't seem to be an actual bug in implementation, the tests just need to be split to make sure that we don't hit the limit.
