The view that comes up when a map's layers are downloaded in bulk reports that ''Additionally, the map contains these layers which will not be downloaded due to security restrictions: '' even when there are no layers listed.
It would be less confusing if this message showed only when there were such layers.

Is there another issue somewhere that addresses the problem that very often local layers are listed as not downloadable when they should be? I couldnt seem to find it if so.
There is an issue that deals with the problem #160 I just updated it with my findings and will look into it. We need to verify @matthewhanson's fix and then close this one.
