[typescript] middleware import file extension in api types

add file extension to middleware import in generated api types. all the other imports have file extensions, and they are mandatory for esnext module resolutions.

i missed this in #20430

caught this when generating a new client

• If your PR is targeting a particular programming language, @mention the technical committee members, so they are more likely to review the pull request.
