If we are using other sources of aiding (eg optical flow or external vision), then we should relax the upper GPS position observation noise limit which reduces the effect of large GPS position jumps.
If we are not using another source of aiding, then we are reliant on the GPS observations to constrain attitude errors and should prevent the observation noise value becoming too large.
