[OPL] Final Rules v.1.0.0-opl

RCJ2024 OPLの最終版ルールが発表されました．
採点の調整、明確化、誤字脱字などのマイナーアップデートが行われる予定です．
大きなルール変更は基本的に行わない．

Note

GitHub Issueを通して，ルールに関する質問や提案などを受け付けています．
DiscordやTLMでも議論の場を設けます．

Final rules for RCJ2024 OPL are released.
Minor updates such as Scoring Points adjustment, clarification or misspelling will be conducted.
There will be no major changes in the rules from now on.

Discussions may be conducted through Discord and TLM.
