Description
Currently, scrolling does not work on the fabric app due to the fix here not being included in the RNW version being used. This PR created a new version of the fabric app using the updated cpp-app template with an RNW version that includes the scroll bar fix, and brought in the JS changes for the app from the old branch.

Updated RNW version and used new cpp-app template. Scrolling now works on the new app.
