[Android] fix bottom sheet height tablet landscape

Test Plan:

1. Open the app in tablet

2. Rotate device to landscape

3. Enable brave news

4. Long tap on article

5. Observe context menu. It should open full expanded

6. Open the app in tablet

7. Rotate device to landscape

8. Go to menu and select Set as Default Browser

9. Dialog should open full expanded.
