Update Start video call link to talk.brave.com/widget.

Resolves brave/brave-browser#17146

Unfortunately since this is a fork, CI is not going to run. Can we combine this PR with #9550 (and maybe address #9550 (comment))

You could leave the commits separate so that each commit resolves 1 issue. But then create as a branch on brave-core so that CI will run 😄
