User story / feature request

As an owner of the Caltrans data warehouse/cloud environment,
I would like for there to be a tagging system that exists,
So that I can properly account for all the things in our data warehouse/cloud environment.

Acceptance Criteria

A plan for tagging virtual assets is developed and implemented.

Notes

This is partially to help comply with the needed items in the CDT review of our cloud system.
