fix: bug EllipticalROITool

Context

Fristly, i set configuration preventHandleOutsideImage:true.
After dragging the ellipse out of the boundary,a new elliptical ROI cannot be drawn in the viewport.
Because this parameter（isHandleOutsideImage）can only be assigned true.

Changes & Results

+ this.isHandleOutsideImage = false
