Update cucumber-tag-expressions dependency to 4.x.

The 2.x version of the cucumber-tag-expressions library was having build problems on my system so I thought I'd see if Ward is compatible with a newer version. Tests pass locally.

Poetry (which uses setuptools >= 58.0) is no longer able to install this package because of this issue.
