Description

This PR is a follow-up for #20559 and contains the following fixes:

moves recommended repo management to the single repository detail
adds a glowing kumquat-colored icon to suggestions in the new workspace dropdown
fixed position of the View button for Repos in the repo list (regression from Organization-recommended repositories #20559)
adds recommended repo cards into the collapsible getting started section in the workspaces list
