Description
This is like #392 except there's less to backport since 0.15.1 is more up to date than 0.13.0 was.
One major breaking change is that the experimental
--watchflag has been removed. Backporting the features from 0.16 whilst maintaining support for--watchwas too much, and since it was always experimental I've opted to remove it.We also require Postgres 12+ and Node v18+ now.
