Merging this PR

  • use the squash-merge strategy for PRs targeting a release-X branch

Description

  • Changes calculation of first date of homeless service to pull from the assessment if available
  • Updates tie breaker date calculation for pathways assessments (breaking change)
  • This is being targeted at the transfer assessment to be merged/deployed together.
