ROS2 Dashing adaption "declare_parameter" for yaml configure loading #55

According to discussion in RCLCPP, for ROS2 Dashing release, "declare parameter" is expected to load configures from yaml file.
This adaption need to be added to ROS2 Realsense. Issue detected on tag v2.0.4
